Experience:

  • University of Illinois at Urbana-Champaign , 1993-present: Professor of Electrical and Computer Engineering working in the area of Power and Energy Systems with an additional appointment as Professor in the Institute of Government and Public Affairs: teaching and research in the areas of decision analysis, energy economics, regulatory policy, power systems analysis, planning, operations and control and renewable energy resources; responsible for teaching of graduate and undergraduate courses in Electricity Resource Planning, Power System Analysis, Power System Operations, Renewable Energy Systems and Engineering Decision Making Techniques; research in the areas of competitive electricity markets, transmission services planning and pricing, power system simulation/visualization tools, integration of renewable resources into the grid, assessment of impacts of electricity industry restructuring and the development of effective strategies for dealing with them

Key accomplishments include: the spearheading of new research directions in the markets, restructuring, grid cyber security and transmission investment; introduction of several new courses into the curriculum; the organization of national annual conferences on regulatory policy issues; the supervision of M.S. and Ph.D. students; the establishment and direction of the annual Edison Electric Institute School for Power System Operations and Planning which became The Transmission Business School; active participation in industry restructuring forums including appearances before FERC, NARUC and state regulatory agencies; development of several short courses for industry.

  • Politecnico di Torino, Politecnico di Milano and Universita di Pavia: Visiting Professor during the academic year 1999-2000; conducted research on projects with staff of the three Italian institutes of higher learning and presented various lectures on electricity restructuring and economics.
  • Electric Power Research Institute (EPRI) , Electrical Systems and Integrated Energy Systems Divisions, Palo Alto, CA, 1992-93: one-year visiting appointment with responsibilities for developing research programs in transmission services and costing, resource evaluation and strategic planning.
  • Pacific Gas & Electric Company , San Francisco, CA, 1974-1992: broad utility industry experience in several managerial, policy and technical positions in systems engineering, management science, resource planning and strategic planning.
  • Various consulting assignments including engagements with EDS Management Consulting Services (USA), ENEL (Italy), CESI (Italy), TransEnergie (Canada), NEMMCO(Australia), Canadian Electricity Association, Iberdrola Instituto Technologico (Spain), Electric Power Research Institute, the Instituto de Investigaciones Electricas (Mexico), TaiPower (Taiwan) and with United Nations Industrial Development Organization as expert on its technical missions in Chile.
